Koretz and colleagues also discuss the quality of achievement data, focusing on inter-rater reliability and the quality of aggregate data. The authors conclude by discussing implications for performance-assessment programs which includes having realistic expectations for program effects, understanding the large costs of implementation, and carefully monitoring after program implementation.
