Massell, D. (2001). The theory and practice of using data to build capacity: State and local strategies and their effects. In Susan H. Fuhrman (Ed.), From the Capitol to the Classroom: Standards-Based Reform in the States (pp. 148-169). Chicago: University of Chicago Press.
The purpose of this chapter is to explore data use at the state and local level. Using data from eight states, Massell examines how states and districts promote data use among educators and examines educators’ attitudes about using data to inform practice. The author finds that the increased emphasis on data has caused principals and teachers to view data as more useful and valuable to practice. Massell concludes with relevant issues and challenges for policymakers and practitioners to consider.
